Organizational Structure Review

The project aimed to review and optimize Plan Laos’ organizational structure, focusing on maintaining quality programming while managing costs effectively. Key deliverables included evaluating the core structure’s alignment with the Country Strategy (2020-2027), assessing technical competency needs (particularly in climate change, youth engagement, and civil society partnerships), and analyzing structural changes needed for NPA/CSO-led implementations. Innovia provided recommendations for a revised core structure based on different funding scenarios (4-5 million euros annually) and developed an executive salary structure to strengthen local leadership.

During this round of the FOI, the focus was on investigating two main questions: whether the Bar Ama Baro (BAB) project was implemented equally across intervention areas and the extent to which it adhered to its approved design. The evaluation aimed to assess the consistency and adherence to the BAB intervention across different areas, as well as the fidelity of implementation to its intended design. These inquiries provided crucial insights into the effectiveness and sustainability of the intervention’s implementation, paving the way for informed decisions regarding future program strategies.

Our experts conducted a comprehensive Effectiveness Survey (ES) to evaluate BAB project’s objectives and assess the extent to which they were achieved. This survey, essential for reporting on learning outcomes and safety, also provided data for external evaluations by LASER, USAID’s third-party evaluator. The ES employed a sample-based approach, gathering data from Alternative Basic Education (ABE) schools and communities to measure various aspects, including student performance in reading, math, and social-emotional learning (SEL) skills, as well as teacher instructional practices, school head teacher support, and community support. The evaluation addressed overarching questions regarding the program’s effectiveness in improving the quality of education for Somali out-of-school children and youth aged 9-16, differences in learning outcomes across various demographics and locations, associations between contextual factors and learning outcomes, and insights to inform decision-making for scale-up and sustainability. Given the challenges of high attrition rates due to ongoing conflict and humanitarian crises, the evaluation employed a hybrid design, combining elements of both cross-sectional and longitudinal approaches to mitigate attrition risks while maintaining validity and analytical depth.

GPE2025 Partnership Compact

The Innovia expert provided strategic support for key stakeholders during the development and endorsement of the Partnership Compact (January 2024) and subsequent Enabling Factors Analysis (May 2024). Core responsibilities included offering advisory services to the Grant Agent, facilitating inter-stakeholder communication, and developing Concept Notes focused on ICT systems procurement, policy development, and online access initiatives. Throughout these processes, the team played a crucial role in coordinating between various partners to ensure the successful delivery of final outcomes.

This included overseeing and advising on OpenEMIS administration in Jordan while ensuring alignment with EMIS policy operationalization. Additionally, the expert spearheaded coordination meetings for the Smart School Maintenance Module (SSMM), facilitating an MoE-led working group to provide essential technical input.

The expert provided remote and on-site technical support for the DFAT (AUSAID) Education Resource Facility to the Ministry of Education in Vanuatu and the Ministry of Education and Human Resource Development (MEHRD) in the Solomon Islands, focusing on their Pineapple EMIS systems. The expert collaborated with respective EMIS teams to identify system issues and supported the rationale for replacing the existing EMIS systems in both countries.

Regional Learning Assessment

The Innovia expert provided oversight and technical leadership for the implementation of the Regional Learning Assessment (RLA) for Grade 4 and 8 students. Responsibilities included developing a work plan and proposal, designing and piloting data collection instruments, analyzing data, and preparing reports. Managed the administration of the assessment across 231 sample schools involving 17,000 students and provided training to 200 regional personnel for data collection and administration. Validated findings and delivered comprehensive technical and summary reports to support educational decision-making.

Assessment of the Second Decade of Education for Africa

The expert led the Midterm Evaluation of the Second Decade of Education for Africa (2006-2015), assessing continent-wide progress towards achieving “education for all” from 2006/07 to 2011/12. Evaluated performance indicators, the efficiency and effectiveness of coordination mechanisms, and the program’s impact on educational expansion in Africa. Quantitative data was collected and analyzed, and findings were validated at an international seminar of African experts. The evaluation identified key lessons for the second half of the decade, with a final report submitted to the African Union.

The Innovia expert provided technical guidance on designing, developing, and managing the Ministry’s Education Management Information System (EMIS), conducting system analysis, and creating user-friendly data entry and reporting interfaces. Supervised the development of EMIS systems, designed data integration interfaces with external systems, and compiled education indicators like EFA and MDG using extracted data. Additionally, the team exported data to DevInfo and ArcView to create thematic maps, supervised operational management through training departmental heads and staff, and provided oversight for other international IT advisors. Advised on establishing a Directorate of IT and acquiring necessary computer and communication equipment for the Ministry of Education.

International Study of Childhood Poverty

Innovia’s expert conducted a study assessing the impact of Young Lives—an international project supported by DFID and Oxford University aimed at combating childhood poverty—on the reform of learning pedagogies in Ethiopian primary education. The findings were validated in a workshop, and the final report was submitted.
